Retrofit Project Management

LiveWest own and manage over 39,000 homes across the South West of the UK. With an aim of reducing housing shortages from Cornwall to Gloucestershire, they offer affordable homes to their customers. We are supporting LiveWest by providing a Construction Project Management and Retrofit Consultancy service, on their SHDF Wave 1 project. As part of this commission, we are conducting a deep dive audit into the current arrangements for the PAS2030/2035 delivery of SHDF Wave 1.

Process

Prioritising Furse Park under the Plymouth Consortium bid, we are working to ensure that their appointed contractor is delivering in accordance with PAS 2035 / PAS 2030 and is fully Trustmark compliant for all measures. In addition, we are also strategically supporting LiveWest to create an internal delivery team, capable to deliver future retrofit programmes in house.

 

The full remit of our service includes:

  • Audit deep dive to review LiveWest’s current process and how they provide a ‘Handover Information Data Pack’ on each property to the contractor to include all stock data information, energy rating, future programmes etc to promote the fabric first approach.
  • Review the supply of assessments to ensure they are fit for purpose, include energy modelling, costs, property appraisal and sit within the rule set of PAS 2035, to include medium term measures.
  • Review current operating process and look to support the creation of an “operations room” to ensure the expedient passing of information and therefore lead to timely delivery.
  • Establish RACI modelling throughout the process (baton passing) to ensure no blockages to the project and ensure that the customer process of engagement and subsequent evaluation is robust.
  • Support the thinking around training of the LiveWest officers and support the transition of the process to in house delivery.
  • We are also supporting our client with relationship building with BEIS, WECA and Plymouth City’s Consortium, along with advising on the governance around grant drawdown and the ability to extend delivery timelines through official change requests.
Result

We made some critical interventions throughout this commission that not only significantly reduced LiveWest’s potential expenditure, we also identified and resolved several PAS2030/2035 compliance issue that would have put the client’s funding at risk. All works are now on track to be delivered by the end of August 2023. In addition, LiveWest have also extended our commission to Wave 2, where we will be providing Construction Project Management, Strategic Retrofit Consultancy and PAS2035 services.
